Trueshot Longbow

Maesyn Trueshot, the NPC who begins the Trueshot Longbow quest (http://wiki.project1999.com/Trueshot_Longbow_Quest) (required for the Raincaller quest) is not responding to hails or text triggers to receive the bag to start his Trueshot quest.

Warmly faction, NPC targeted, not invisible. Pretty sure I spelled the triggers right.
So I think he's bugged.

yep, not working for any ranger that I've talked to (myself included!)
