Since when can you not run through zones as a level 1?

Tried to just run my level 1 Iksar Necro alt I am making to Overthere to get a port. The moment I hit the OT zoneline from Warsilisk Wood I get the message: "You are not yet experienced enough to pass through an inter-planar portal".

This isnt a planar portal. Its a zoneline.

This isn't classic. This is far from it.
