Just started out, have a shaman up to level 8 and a little Plat saved up. I was hoping to get some low level items like a a runed totem staff, etc. But no one sells stuff like that in EC. Everything seems very high level. How do non-think lobbies get gear upgrades?

EQ is all about being pro-active.
Post a 'WTB Runed Totem Staff' in the EC Tunnel section on the forum. That way, sellers will know that there is a buyer and can contact you offline.
There is a lot of traffic in EC Tunnel, which means if you are looking to buy or sell an item that doesn't receive a lot of traffic, you need to spent a LOT of time in EC. You could also try in the zones where it drops to see if anyone / group camping the mobs would be willing to sell.
It may even have been sold to a vendor, so check any vendors in the vicinity.

I see cheap 50-100p stuff in EC all the time. Just gotta keep an eye out.

You starting character is going to be poor. I wore a few cloth pieces on this char (an enchanter) until well past my 20's. As you get into your 20's you start to be able to farm some stuff and save some stuff.
I guarantee you, the *norm*on this server is your first character has almost no gear and is broke until you get higher levels.
A few players may help you out. Someone gave me a ruby at lvl 15 and I went and handed it in to Lynuga and bingo, got the earring.
But there is no shame is being partially in cloth or equivalent clear into your 20's. It's classic, and it's normal here. If anyone tries to make fun of your bad gear, they do not know what they are tlking about.
It gets better.

If you are struggling to find anything better then grab a great staff until 10 then swap it for a two handed hammer.
These items sellback for pretty close to their vendorbuy price, so don't worry too much about spending 20 plat on them; you'll be getting most of that back, which you can then spend on something a bit more beefy when it shows up in EC.
A lot of shamans will cut back on the meleeing in the 20s so if you don't find anything buy then I wouldn't worry about a melee weapon and instead focus on other things.

I used a fine steel spear until my mid 20's
Theres a runed totem staff on a vendor at the WC inn for 55pp - the one closer to EC

This is true. When I'm looking for cheap gear for my newb alt I park my guy somewhere in EC and log in periodically to check the spam to see if anyone is selling anything in the ballpark. It does not take long, just gotta be patient.
I often see wraithbone warhammers, bloodstained mantles, turtleshell helms, purity belts, etc for cheap. Much of it for under 50 pp.

Murinda was selling a RTS in EC a moment ago. Send them a /tell to see if it is still for sale.
Note: goddamn HHK Citizens and their racial prejudices. Ran from Neriak to HHK to discover that Humans are not terribly find of DE Innoruuk worshippers. Had to quickly gate back, buy Illusion: Human, and run back to HHK. Hence, happened to see /auction en route.

The money faucet starts really turning on as early as in the teens when you can find lucrative mobs to kill for stackable items and the odd ringmail and bronze.
Level 8 isn't far at all in the world, but even still you can probably buy a decent enough item on the cheap. I'd even consider that maybe someone higher level gives you a decent weapon for free when they see you struggling & grinding.

No magic weapon? Shits classic. That being said, sell your bone chips and lots of magic stuff being sold for 50pp or less in EC tunnel

Yeah, a decent Magic Melee weapon is the number one priority on even a Nerco low levels.:eek:

OK thanks for all the additional information, most of which I already knew. I really just wanted to ask if there were many people in EC tunnel selling low level items, that's all.
The answer for any other returning players/newbies is, not many, but you can find a couple pieces here and there. After selling off my 12 stacks of bone chips I was able to get a black enameled mace for 30p, which when you factor in the 20p I made transferring some items for someone twinking their alt was net only 10p. A nice upgrade from a cracked staff both dps-wise and it's magic. It took several days of poking around soloing blues and joining orc camps in EC zone to find that one low level item in the spam of 30k items, though.
Just a friendly tip, though, I could have done without the semi-condescension of "be pro-active, lowbie". I already ran un-SOWed from Halas to EC to shop with my bags full of bone chips and spiderling silk. I am being pro-active! :)

I have run un-sowed between Halas and EC many times, and know the struggle. Halas has a few players making banded armor you can buy as well, I bought my set from a dude there for 80pp. Ask in the /ooc channel when you are in Halas of Everfrost. If you do the Highpass route between EC and Halas you will usually find a selection of ringmail items off the vendors. Generally you can get a few hundred pp in starter money by helping the high levels doing EF giants to bank. They usually give you all the fine steel to sell.
