Just put P99 on my suuuuper shitty laptop last week and it runs alright but I run at about 1/2 speed (like my character in game is slower). Wondering if there is any optimizations I can do to help improve performance. I have all graphics at lowest settings, running in full screen and lightning/shadows are off.

Whats the specs of your laptop? does the graphics share the main RAM? Open task manager and turn off any unnecessary processes and applications. Defrag hard drive.

Something outside EQ would be to look at what's running on your system at start-up. If you're comfortable using msconfig or services.msc you can check out your start up programs and have the option of disabling them. I've found this to be the biggest reason why friends and family members systems run so slow. Awhile back I did this on my mom's computer. She had over 3 gigs of programs running on boot-up......when I was done she was down to 110 megs.
Another thing would be to see if you have malware or viruses running on your system. My personal anti-junk programs are malwarebytes, spy-bot and ms security essentials. One bad piece of spyware can make a screaming demon system act like an old 166Mhz pentium2.
Lastly if your system is old enough you can sometimes find decent prices on hardware upgrades. Even going from say 512MB of ram to 2 gigs would increase a system speed substantially. Upgrading from say a 1.1 Ghz Celeron to a 2.4Ghz processor can be really cheap if your system supports something like that. Check around for used hardware items; you might be surprised what $20-$40 can do for an old system.

Going to do all of these things then post back with results TY.
The laptop was recently given to me and should definitely be faster than it is, it's a Sony Vaio VGN-FZ140E

Given your system model I checked out some upgrades. Unfortunately the only CPU upgrades available really aren't worth the money. If you currently have 2-3 gigs of ram it might be worthwhile to you to upgrade to 4 gigs.

http://www.memorystock.com/memory/SonyVAIOVGNFZ140EB.html (you'll need 2 of the 2 gig modules)

Please keep in mind that if you do upgrade to 4 gigs of RAM you'll need to upgrade to a 64 bit operating system (Win 7/64 would do quite well here).

just out of curiosity.. how would you have EQ run single core on a multicore processor? I dont know too terribly much about hardware

Two threads I immediately found by typing in the word processor in the search bar.
