Did you install EQ to the default directory? There are issues with it being in c:\program files, if you did try moving the folder to somewhere else, such as c:\mynewdirectory\everquest... and see if it works better for you. Don't forget to change your shortcut.

are you sure that you are launching and working with the right EQ folder? see if the Target path on your shortcut (right click properties) actually matches the EQ folder that you are putting the P99 files in

Temporarily turn off your firewall and antivirus protection to see if it's preventing any communication. Make sure dsetup.dll made it into folder as well

when its the spellfiles outdated, its usually from messing up overwrite on the zip

basically don't do it in one step, take as many steps as possible..

- download fresh patch zip
- unzip it into a empty location
- confirm all files unzipped successfully
- copy & paste the fresh unzipped folder into your everquest folder
- make sure merge & overwrite each folder
- instead of letting windows merge the folders, merge each folder yourself manually by going into the folders, copy/paste the patch files, overwriting when prompted.

If you have an antivirus it can delete parts of the patch because it gives a false positive. Turn any av you have off and try the steps again.

i guess this hasnt been mentioned yet.. but you are using EverQuest Titanium edition, correct?

do this...
start>run>cmd

then navigate to your EQ folder using the "cd" command.

cd "c:\program files (x86)\Sony\Everquest"
(Or wherever your EQ folder is)

then type this command:
dir /S >> filelist.txt

then close CMD window

now in windows navigate to your everquest folder and look for that we just created (filelist.txt) and then upload it here, or else paste it on pastebin.com and send me the link.

I need to see the contents of filelist.txt in order to compare with a proper installation what you're missing.

that file:// link you pasted only works for you

I suggest opening filelist.txt, select all text (ctrl+a) then copy it (ctrl+c) then goto http://pastebin.com, paste it (ctrl+v), Submit, and then send me the pastebin link

lol bro right off the bat I see your DSETUP.DLL is not patched properly with the latest patch.

10/17/2005 11:35 AM 60,416 DSETUP.dll

just like everyone has been saying, your antivirus or something, is not allowing you to properly patch dsetup.dll from the latest zip file.

maybe your AV deletes it from the zip file as you are downloading it, so you don't even get a chance to unzip & apply dsetup.dll

now that your AV is gone, re-download the latest patch ZIP, and try again. http://www.project1999.com/files/P99Files36.zip

Edit: After successfully patched, it should look like this:

12/04/2014 05:21 PM 2,766,336 DSETUP.dll
