You can really start charm play as early as level 12 once you get charm but it becomes a lot easier as you level up. I started charming at level 12 in befallen - once you get the key to the first door you can easily move down to the 2nd level and camp that area until 15/16.
As far as gear goes, you want to focus on getting as much charisma as possible if you plan to do mostly charm solo play. Luckily, most charisma gear is really cheap. Pickup a crude stein (50p), some golden cat eye bracelets (+7 CHA for ~25p each), and any other cheap charisma gear you can find.
If you're really struggling for plat, I'd recommend farming willowisps in North Karana near the gypsy camp. They drop both greater lightstones which can be turned in to one of the gypsies at the camp for exp + a book that sells for 9pp. There's also usually druids in this area which makes getting SoW easy, and a guard tower nearby.
I've always been a fan of charm-soloing in zones with a lot of druids, as I can trade breeze/clarity for SoW. Once you get to ~26, a great zone for this is everfrost. You can charm the mammoths and their tusks sell for ~11p each. I spent ~26-31 here and made over 1200p which was enough to buy some decent gear. There's also usually higher level players camping the giants near permafrost ent which are usually delighted to buff you in exchange for C/breeze.

Agreed you can charm starting as soon as you get your first charm spell. Expect to die a few times while you get the hang of it and learn your limits. Life is much easier if you are doing this outdoors at first and are able to get a SoW since when charm breaks you can create some distance and also are able to not be standign right next to where your pet is fighting.
Below is a guide that can help learn some tricks of the trade. My short version is root the thing your pet is fighting and keep your level 4 mez spell ready to mez your pet when it breaks. Be prepared to use rune line of spells to keep from taking dmg on breaks.

Charming is tons of fun and extremely powerful, but you will find that it requires your full attention. Alt+tab is a sure way to die while charming.

When making my enc on p99 I found charming really low was not that effective due to not great cha from gear and limited cha buff, the limited mana pool and the level ranges (The lower level you charm the better, so at 50 I get long charms on average on level 40 blues, a full 10 levels above them, where blues for you at level 16 are only a couple levels lower than you). Finding the 'sweet spot' for charming at that level also can be an overall ineffective use of time because a camp might be good for a single level then you have to go find a different one after you ding relatively quickly.
I really started charming effectively again in my early to mid 20's. I feel like a lot of people roll and enc and as soon as they get charm they think hey where's the XP buffet I'm ready, but it takes more time for the enc to really come into its own.

Pretty sure I started charming seriously at 14 in oasis with caimans. Once I got breeze it was quicker.

Starting at 12 is tough and gets significantly easier at 16 with breeze.
Every level you progress past the charm you plan on using makes things easier.
If you stick to HS north, you can get to 60 fairly easily there and do it using MOSTLY cajoling whispers.
If you get a cleric, you can do efreeti spawn pretty easy. If solo you can do ratmen in the hole also. Just stay away from golems, some are 100% magic resistant and same arent. All rats are melee also. If low on mana grab an elemental, tot and mem blur and keep it moving.

Not sure if it was stated...but you do not want to solo charm for leveling. If you are at a cash camp then its fine...but pet will take 50% of your XP if you are solo.
So make your time 10000x easier and grab a cleric or sham...or just about anything. Xp will be faster and safer.

You definitely can XP very well charm soloing; break charm when your target or pet (or hopefully both) are low health, then nuke both for full XP on both. I did very well with this from the teens into the mid 20's after which I found grouping to be better.

I agree it's 100x easier with a cleric.
But soloing for XP you never let the pet get 50%. You always break and kill yourself.

Yep, but chanter nukes being what they are...its extremely inefficient...even with pet beating 50% of the mobs life. Very doable obviously..but far from ideal.

Chanter pet beats down to 5%. You use a single nuke. Re charm and go again. Or kill your pet depending on HP.
It's far faster than any group will be other than an AOE group.

citizen he didn't mean that you let the pet/mob get to 50% health and then nuke. He means you never let them take 50% of the exp.

This is the strat I have used from 27 to 48 (so far) and it works very well.

I usually used the next to highest level DoT I had rather than the nuke - Ench nukes are super resistant because of stun check.
But I got very good at getting both mobs down to 2-4% before breaking.
