Taxes in South Qeynos quest bug

I can't trigger the 2nd part of the quest where he gives you the tax collection box. I've tried every variation of what is in the text brackets. Maybe because the brackets aren't fully closed?

i did this one about 6months ago. The phrase was working then, i believe you ask him what "cough".

BTW excellent quest for xp till 9th for just running around back and forth between two zones.

Maybe you weren't close enough? Any discussion of 'cough' should prompt it.
