Are Luclin models disabled? If not, how do I activate

Hello everyone, I have gone through all of the walk-throughs to enable Luclin character models, however I still cannot get it to work. Are these disabled? If not, can anyone walk me through how to enable them. I played Everquest back from the beginning, and while I understand the purist mentality of keeping the old models, I do like the look of the updated. Thank you in advance.
