might be able to do spectres somewhere at level 29. they'll be red but it might just be doable. otherwise perhaps The Overthere. make use of your Sense the Dead spell for finding undead in outdoor zones.

Lake of Ill Omen (near the front door of the sarnak fort and the lake near that area) should have some dark blues still. Nice open area, adds are possible though.
Unrest is an alternative for killing undead, but you don't want to fear kite in there ever :P
Spectres I wouldn't try til at least 37 but maybe I'm too "safe" :D

the best place in Loio for potential blues is the little skele hut west of the windmill. there must be better spots tho, as you probably want to be doing white/yellows.

If you're a cleric:
Don't undead fear just all out nuke in Unrest
If you're a necro:
Don't undersd fear, just charm them and kill in Unrest

Aren't the giant skellies in RM around that level? I am inclined to agree with Dalds though ^^

If cleric/nuking, make sure you have a decent mana pool - 130 wis isn't going to cut it :p

Yeah giant skeles in Rathe Mountains are blue till like 31 or 32, I did it myself. Quiet spot that is not often camped, just watch out for the named cyclops :D

I'm jumping on the Bandwagon, Charm kite Undead Skeletons in RM. Vendor near by, and a jewel merchant not far either. They drop various research components and up to 4pp almost. Just watch out for the cyclops who wanders that area.

Are the undead skellies at a "camp" ie static spawns? Or are they mixed in?

They roam around the area near the Lake Rathe zone line. Not static, path over a large hill.
