Moss Toe and The Acolyte in Rivervale

Hi I was wondering why the Moss Toe quest doesn't work in Rivervale? They start from Hibbs Rootenpaw in the druid guild, he gives the text for the quest but wont respond to the [Dangers] wording in any form, I even had a halfling attempt it and he would not respond to her, I know you need kindly or above faction for it and I have it, and also the 'The Acolyte' quest in Rivervale , it starts with Gapeers Johhanis . I get as far as What Special Samples? and he wont go any further.

This isn't classic. If you look up the quests and see "recommended level" on the rewards, then it won't be working here.
