Can I use Weaken (http://wiki.project1999.com/Weaken)(lvl 1) and Enfeeblement (http://wiki.project1999.com/Enfeeblement)(level 4) on the same target, with the effects of each these spells ?

In the most general terms, the highest buff/debuff will overwrite previous spell lines on your target.

If unsure, cast both of those on yourself and see what happens.

Weaken is overwritten by Enfeeblement (just tested to make sure). They're in the same line, so the higher spell replaces the lower. Going forward, enchanters expand to two lines of physical debuffs and those do stack. Listless Power and Insipid Weakness stack, for instance. The unfortunate thing is that outside of dueling, these debuffs are fairly innefective and you're much better off with the tash line and slows if you want a debuff that really does something.

They are VERY strong spells on red. -134 STR is a big deal when you're.....anyone really.

Could I get some more info on this as a newbie enchanter? Why are they ineffective?

Simi-related question: does Tash increase the effectiveness of other spells (like increasing DoT) or just decrease the chance to resist?

Reverse order on your questions: The tash line is an irresistible reduction on magic resistance, nothing more. It also tends to make critters pretty mad, so be mindful in its use.

It's not that the stat debuffs don't work, it's that they don't have the same kinds of effects on NPCs that they do on PCs. These are great spells for PvP because PCs have gear and quickly get encumbered. NPCs don't seem to have to deal with gear weight, have high mana pools, and get to cheat in other ways to make up for their lack of intelligence and that makes a number of enchanter debuffs less effective. The ones that do work (slows, for instance) are devastating, so it's not like we're hurting for options. If you've got nothing better to do, go ahead and throw a stat debuff at a critter but in most cases, I'd say there are better uses for your mana.
