I don't recall this being a thing before I left EQ live. For some reason i was under the impression you needed to be level 50 (or 51?) and up for the quests to work. Is my information false or is there a restriction in the emulator code that makes it impossible / difficult to code otherwise?

I remember starting my epic in my 30s on my bard and getting most of it done other except the stuff that required guild raids by low 40s. (on live 2000ish)

You don't remember it because not many people did it back then. That doesn't mean it was mechanically impossible.
EQ didn't really use level limits on Quests until Velious and the only ones I know of in Velious that have limits are the PoGrowth Tunare quests (which all require 55).
Nor did quests limit class participation.
In Classic/Kunark, the only thing mobs should check for when receiving quest pieces is Faction. If your faction checks out you should get the reward. Some NPCs wouldn't talk to you due to level, but they would accept quest pieces given to them by a low level.

There are most definitely some level restricted quests pre-Velious. A couple of obvious off the top of the head examples are the Paladin epic quest with turn-ins in Plane of Sky & Plane of Fear hard limiting it to L46+, and the Ranger Call of Flame quest where the NPC won't talk to you unless you're L50 (for a L49 spell, lol.)

Kunark has been out on p99 for years now. Epics as well.
The neckbearded equivalent of Iceman and Maverick have been all over this game for more than 15 years, additionally, and we have some of the best damn pixelpilots in the US of A right here on p99.
Put these two together and everything is figured out. It really is. And if something can be done within the rules on p99, it is done, and probably has been done for several years already.
Some things are very, very difficult to buy, however, but not because how to do so has not been solved, but because Maverick and Iceman like to reserve certain things for their own, private dogfights. You can buy your epic tonight, if you have the plat, but just try to buy a key to VP.
You get kicked off the fighter squadron if you do that, I think. That is an exclusive dogfight zone held closely in reserve by Iceman and Maverick.

Planar Quests don't limit by level. The zone limits entry, that's all.
NPCs not talking and not awarding are two separate things. They may not talk to you but given sufficient faction they will allow you to complete a quest.
I'm pretty sure the 3 Hybrid level 49 spell quests all can be done at low levels. I may test out that ranger one for science some time.

I remember the rogue epic had that limit. There was some debate over whether it would work at 50 or 51. I had everything but the kedge robe at 50, and was worried about doing the hand in. But I dinged 51 before that happened.
But it was a known thing that there was a level limit on at least some of the epics. And there is currently a limit on live.
For curiosity, what was your proof?
