THE PROGRAM CANT START BECAUSE DSETUP.DLL IS MISSING FROM YOUR COMPUTER. TRY REINSTALLING THE PROGRAM TO FIX THIS PROBLEM.

Usually it's because your anti-virus program is flagging it and removing it. Lots of posts about it here: http://www.project1999.com/forums/forumdisplay.php?f=40 just do a search

Solution: try and make an exception for it; turn it off or get a decent anti virus
