New server after Velious launches?

I heard a rumor that the plan was to launch a second (new) Blue server after the work on Velious is complete and it launches.

Any truth to this?

It would be great to be able to start on a server that wasn't full of toons 5 years old, it would make for a much better economy and much better challenge for Velious content.
