mobs levels - damage and summoning

1- What level mobs summon? 55+?

2- What is the formula to tell a mobs level from seeing the damage it hits for? For the sake of example I'm thinking Sebilis and Howling Stones mobs.

I tried the forum's search function and google searching (e.g. site:project1999.com damage level formula mob) but I cannot find what I'm looking for.

lvl 50 mobs hit for 140. difference per level is +-4 dmg (this formula will work for seb and HS)
