Hello All,
What is the best gear to buy for a shaman twink with ~ 4-5K budget. Keep in mind I already have a pair of 55 HP rings.

Gear is meaningless for a shaman ... with that budget at least (if you had more money items like a fungal tunic and a JBB would be on the list). Like Man0warr said, just get banded (I'd even say get it for every slot) and then replace slots with better loot as you go.
For the main hand weapon Poison Wind Censor is great unless you're a Barbarian, in which case I'd get a Barbarian Spiritist's Hammer instead.

Root/rot is a very popular shaman strategy, but it's not the only one. Depending on your level, what mobs you're fighting, etc. it can actually make more sense to tank than to root/rot, and in those cases the PWC is a great affordable proccing weapon.

Proc damage. The harpoon might have better DPS (I'm not sure), but even if it does it won't make much difference. Let's imagine one weapon does 2.5 damage a second and the other has 3.0 damage per second (to make the math simple). That will only add up to 30 extra damage per minute. Now, if you proc just once in that minute for 30+ damage then the proccing weapon is clearly better.
This is why the PWC is so popular: it has good base DPS (20 dmg/28 delay) and a proc that does 100+ damage.

Oh, for some reason I thought it procced much earlier, like the Barbarian Spiritist's Hammer (http://wiki.project1999.com/Barbarian_Spiritist%60s_Hammer). I guess you still might want to tank at level 50, but before then it doesn't seem to have much benefit over any other non-proccing weapon, so I'm not sure why it's so popular.

PWC is good before the proc. No one uses it once it starts proccing. The dps of PWC is much better than any 1 hander.
With decent AC gear (banded etc) and a PWC if you pick the right targets (low blues) you will kill a lot faster than using lower level dots. Shamans also go thru a lot of levels with crap for dots (ie. 19-24)
Walking sleep + poison dot + melee, repeat.

At low levels every class is a glorified tank of some sort ;). Shaman just stay "battle-worthy" a bit longer than most casters because of their chain armor, buffs, and (perhaps most importantly) slow.

actually a low level shaman has almost all the tools of a SK and can also slow, heal, sow, buff, better dot, etc.

Root/rotting doesn't work for shamans really until 34, so you got to melee it up before then if you want to level easily.

You can get a full set of totemic for that if not an ikky, looks good and has some nice stats on it. Or quest it...

True ... although a lot of the Totemic pieces aren't as good as their Jaundiced Bone equivalents (which are usually easier to find for sale, at close to the same price). If you're questing then Totemic is a great way to go, but for most slots I think Jaundiced is a better buy.
Either way though, I stand by my earlier statement: you will notice almost no difference between banded, totemic, jaundiced, and "that crappy armor you looted off a gnoll at level 10". I'm not saying no difference, but the point is gear just doesn't impact a Shaman that much (weapon/fungal/JBB excepted).

after banded, 5/55 rings, and PWC, the only things that would make a noticeable difference are out of your price range: haste belt, big hp stuff like heiro cloak, and regen (ikky bp or fungi). If you've got the left-over cash, you wouldn't be going wrong if you got yourself a Hooded Black Cloak and tattered mantle. I'd hold off on dusty rusted vambraces, they're heavy as shit (but I do wear them at 59).

I don't know what level you are, but I'd go with Jade mace over PWC until lvl 20.
If you are getting powerlvled then ignore my above statement since you'll hit 20 pretty quickly. However if you are not getting powerleveled, 1-20 can take some time so it may be worth it to sell your pwc and pick up a jade mace. Jade maces are purchased and sold pretty quickly so it shouldn't be that difficult to find one and then resell it at 20.

All of these items are pretty cheap and give you great bang for buck value at lower lvls due to +HP. Since you will mostly be meleeing at lower lvls, this is one of the stats that will help you the most. Be sure to have >75 Agility to avoid the AC penalty (Although you'll soon get an AGI buff for that, if you don't already have one).
You labeled this as Shaman twink gear so I think this list works well. I don't think AC will really benefit you until later in your career. Also I don't know if the AC hard cap exists but you can see something in this OLD thread:

Lots of stuff. First, FBSS for belt if you can swing it. Don't buy a bunch of negligibly useful junk that you'll have trouble re-selling, and don't waste cash that could go toward FBSS or hookers.
the whole jarsaths set is great for barbs/iksars. kylong/seb set is ikky only. supple scale armband is another great KC rot. 6 stam crafted earrings are much, much cheaper than diamondine. great boots from epic questline. Sarnak emblazoned tabard is pretty good and cheap, and it'll work for MR gear too for raiding.

I'm not at all convinced it does. However, IF it does, it and resists are the only stats that improve your efficiency. More hp lets you keep a bigger buffer between yourself and death when you're cannibalizing, and more mana lets you cast more spells in an intense, brief fight. Assuming you will be getting hit occasionally, by reducing your damage taken, AC and resists are effectively in-combat hp regen.
Another selling point is that they're super cheap (minus legs/chest/bracer) with clicky effects and they fill spots with few other good/cheap options.

Ignore wrench, his parents didn't love him as a child. He actually needs to be a total asshole on these elf sim forums; it's all that's keeping him from downing the whole pill bottle.
Sometimes people who try to help others on this forum make mistakes. Loramin's description is accurate for barbarian spiritist's hammer, but not PWC. Pretty easy mistake to make if you haven't actually swung the PWC yourself.
