Beguile Plants quest

Anyone know if u have to do the handy shillelagh quest before u can do beguile plants quest

I imagine you could do it without the shillelagh quest before hand, however you can expedite the whole thing by just not doing the quest because it's pointless.

I like doing quests even meaningless ones, but " I imagine" doesn't seem very confident.
