The static spawns (like merchants and guild masters) were spawning in the wrong places on red. North Qeynos merchants and guards were out in the newbie area not responding to tells. South Qeynos merchants are in different spawn points and not responding.
Wandering mobs, like pacing guards, seem less affected.
