One question, two different applications. Are there any range/zone/level range restrictions on the group xp bonus and pet penalty negation in a group?

ie; can you group with someone in the same zone far away, or let them zone, and get either of these benefits?

Used to be able to group and go to a different zone and it would take away the pet penalty. In reality though, right now their is so many people lvlin up. You get way better exp cause of the group bonus for each member.
