No one has been restored, but under Rogean's own rule-set deleted characters must be restored. I have yet to find an exception to this.

I haven't done a single character restore since this all started happening, though. Also, as HB stated above, restoring deleted characters is not the same as restoring deleted items. A restored character will be restored with whatever items it had at the time of deletion. Additional items are not restored

As a side note for you Azrael people, stop trolling - the fraud/favortism clause in the PnP absolutely goes both ways, so don't push it or you'll be on a vacation as well.

I guess I am not grasping the difference between items being stolen and a character being deleted. Is the only difference that it is much easier to restore the character?

If someone is trying to do something malicious, all they need to do is transfer all of the items to a level 1. That way, the person who owns the account loses all of their items. If they delete the character, per the policy, that is no problem for the account owner because the character is restored.

By not giving the items back to the original owner, all you do is encourage account stripping. If you ban the person's main character that is doing the stripping, and return the items to the main owner, I bet you get rid of 90% of your account stripping problems.
