Jualcin not responding to appropriate quest text

Description: The Mob Jualcin in Skyshrine is not responding to the text "I am ready to receive the lexicon." This is part of the quest for the Spell: Hsagra's Wrath

Relevant NPCs: Jualcin

Relevant LOCs: 1892, 2279, -36

Steps to reproduce bug:

Go to Jualcin
Say "who are descendants of relinar"
Say "I am ready to receive the lexicon"
The item is not given to you


Expected behavior: Jualcin should give you the Item "Lexicon of Relinar"

Worked fine for me, but I needed to stand directly beneath Jualcin for the text to function.

However, after next patch, they will no longer respond. I went through the quests to make sure they work.


Note:
-The npcs for these quests are disabled until ~March2001 except for Lawyla, Jualicn, and Tomekeeper Bjordnessin. They will not discuss relevant quest text or take item turn ins until ~March2001. If they shouldn't spawn, will need to know.
-The items required for these quests will drop when it becomes ~March2001.
