What lvl is it possible to get shaman epic if MQ'ed?

What is the lowest possible level to get shaman epic MQ'ed?

click their name and go to send message....as for shaman mq it can be done at level 1 pervided you do the faction. Thou that is what im told i do not know 100% if its true
