What are some of the better player made armor a shaman can wear? I have a little cash and would like to buy some armor better then banded. Also, how much does it typically cost on P99?
Any suggestions?

If by "player made" you mean through tradeskills, Banded is the best that there is for a Shaman.
If you include quests in that, Totemic would be your best bet.
Neither is really suitable past 40.

The only 'player made' gear you're going to find is banded. the standard going rate is 1plat per AC. It's pretty decent untill you can afford *actual* gear. It seems like you can get a rather nice item in most slots for about 250-400p each -chest,shield, main hand, head, bracers, a pair of rings, and legs all come to mind.
Totemic is *technically* player made, via a quest in Lake Rathetear but IMO, alot of the Totemic pieces are junk.
I guess each piece has a potential place, but overall as a set, it's terrible.
I mean, Dex on the bracers? really?
Strength on the boots?
intelligence on the gloves?
The AC is nice, but still....
personally, I'd wear the helm (12ac +5wis) and possibly the cloak (10ac +5stam), and maybe but most likely not, the BP (19ac +5 poison/dis/magic sv).
Get a set of banded and go. Chest, legs, boots, arms, shouders back and head for sure. thats like 80p. You'll struggle with a small mana pool for a good while, but thats the price you pay for survivability in chain. I'd balance it out with some 15hp/mana bracers, 3wis ears, 2wis rings and maybe some splitpaw gloves. all that is about 75p.
You should be set now until you start replacing pieces with good stuff like Bloodstained tunics and runed mithril bracers.
Ornate chain has better AC than banded. Your racial crafted armor will be better still.

Why, what's it bring? Smithing's already worth it tbh, you can make great money in your early levels selling banded.
