I happened to wander into grobb as an ogre, and Jokca (the Shaman guildmaster) appears out of nowhere and agros me. I guess I'll have to train in Oggok, but I'd like to stick in innothule swamp for leveling.

Also certain mobs and quests can lower faction. Believe braid quest from lizards.
