This affects the UI buttons for melee attack, ranged attack, and basically every actionable combat ability with a reuse time. However, buff haste does reduce the reuse time of these buttons as expected.
Although this issue isn't a problem for melee attacks because of the nature of autoattack and the fact it can be activated via hotkey regardless of the melee attack button's state, ranged attacks and other combat abilities suffer because they can only be activated by hotbutton.

If there were items with a worn slow effect, I'd imagine so. But there aren't any, to my knowledge, and buff slows do increase reuse time as expected, so the answer is "no".

Are you suggesting Backstab (or any other Melee special) should have its reuse time reduced by worn haste items?

It is already by buff haste. So either that's the bug or this is.

Haste does affect backstab refresh (as does slow, as you have noticed).
Currently with a 36% haste augment and Speed of Salik, mine refreshes roughly every six seconds. It takes up to a second longer if I have a lesser haste spell on me.
If I use the Frenzied Stabbing discipline, which is a haste discipline, the time for my backstab button to refresh is cut down to approximately 3 seconds.

Without any haste a backstab is 10 seconds
With worn haste of 45% it goes down to just above 7 seconds, maybe 7.25 or something
I think with added spell haste and overhaste the fastest it can get is ~6 seconds
Strange. I always thought that backstab speed was directly proportional to speed increases with standard haste. Aka 10sec normally, 5sec at 100% haste and ~4sec w/ bardiebard
Need some in era posts though. Discipline / stamina->endurance changes may have changed this.

My guess, if this is happening, its from how they changed items to not show the haste percent. That could break the client from adjusting the button refresh.
I do not know how they made those classic adjustments.
This will take some work to investigate and fix.

Did some testing w/ archery delays today and regardless of worn haste (0%, 27% 40%) my Windstriker fires on a 6 second delay. It seems to be the consensus on the Fleeting Quiver (http://everquest.allakhazam.com/db/item.html?item=6186) discussion page that worn haste should affect archery delay which it currently doesn't. This is major issue for Velious rangers using trueshot disc, and also rogues / monks dependent on UI refresh for damage.
