p99 wont enter full screen?

I just reinstalled (WB me!) and everything is great accept I can't get the game to Alt+Ent to full screen. When I try, it goes black as if it's switching modes, and then it brings back the desktop and EQ is minimized. I'm on Win 7 64bit.
Anyone know a solution? I check the net and found nothing relating to my specific problem.

Go into your options in game, and make sure your resolution is set to your native desktop res.

Also try edit your eqclient.ini so that EQ is fullscreen from start.
Windowedmode=FALSE

On my PC if I don't do this it will do the same thing.. Unless I choose a lower res, fullscreen, then switch to a higher one in game. But even then I have to camp and re-log.

I've found it's better to just set the INI and be done with it.
