Enchanter Alliance spell?

So i was reading the walk through of the Stein of Mogg quest and it said that Alliance was bugged as of late 2013 to be resistant at high levels... Is this still the case?

I've done this quest about 20 times and I haven't experienced this issue.

It was patched back.

All faction altering spells work without resists now.
