This process can get you max faction in all of Qeynos from max scowls.
Note that there are 2 guard factions, "Guards of Qeynos" and "Corrupt Qeynos Guards" Check Lieutenant Arathur or Corporal Lancot for Guards and Lieutenant Dagarok for Corrupt Guards.
Kill gnolls and collect fangs for later until you have good faction with "Guards of Qeynos" and "Merchants of Qeynos".
Grab an invis and check faction with sqey warrior guild "Steel Warriors" (standing next to Captain Tillan). You're probably not KOS but if you are hand in polar bear skins in Halas (doable at max scowl cause the quest giver is a merchant and quest is doable at dubious) until you can hand in gnoll fangs in Halas until you have good faction with "Steel Warriors".
Complete the Bat Fur quest with Caleah Herblender (a merchant so always at least dubious which is minimum for quest) until you have good faction with "Order of Three" (casters) Be careful here. 2 casters roam in front of the door to the Herb Jar. Wait until they are away or they might rush in and kill you while you're handing stuff in.
Kill bandits until you can hand in 3GP to "Raz the Rat Minsk" until you are on very good faction with "Circle of Unseen Hands" (rogues)
Kill more gnolls if needed for guards and merchants.
Hand in 1 gnoll fang to Captain Tillan to get a moonstone.
Kill gnolls in HH and bandits until you can hand in the moonstone to McNeal Jacob.
Hand in many gnoll fangs / moonstones until you are dubious to rogues and then repeat Raz step. Do this until you are good faction with "Priests of Life" (nqey cleric/pal) and "Knights of Thunder" (sqey cleric / pal) It might be much easier to mine vendors for moonstones. Don't let rogue faction dip below dubious, it takes forever to kill enough bandits. (check Trumpy or McNeil's patrons for rogues)
Do the tacklebox (evil) quest until you have good faction with "Bloodsabers" (evil guild in catacombs), "Corrupt Qeynos Guards", and "Kane Bayle" (takes a long time) Only do the quest up to turning in Hurrieta's Tunic
Kill gnolls until you have good faction with "Jagged Pine Treefolk" (rangers in qey and surefall. Check Gash Flockwalker in sqey) and "Silent Fist Clan" (monks) Probably already done.
Hunt in MM until you have good faction with "League of Antonican Bards"
Hand in bone chips to Xelha Nevagon in EFP to repair "Opal Dark Briar"
That takes care of every NPC in all of Qeynos except 2 erudites. (not possible without ruining Paineel until Warrens)
There is also "Citizens of Qeynos", but the only members are Menkes Tabolet and beggars in qeycat. If you really want to you can do Menkes rat fur armor quests to raise them.
Many of the items needed can be bought off of vendors with a little mining. Go to a vendor around where said item drops, and buy out cheap stuff to open up other slots.
You may also want to hang on to your patches of gnoll fur for "Rogues of the White Rose" (Halas rogue / banker) faction.
