Spell Particles not showing.

I have went into display and changed all my opacity up to 100% and made it so I can see everyone spells.

I can hear the sound of the spell and my charcter makes the motion but I do not see any particles. Can someone help me?

I started noticing this recently to. People will be casting and I won't see. Intermittent, maybe happens when they start casting while I'm out of visual range.

I have restated the computer and played with the settings and still nothing happend am I missing some files or something?

Noticed this also at 100% opacity, seems to be a legit bug, I bumped my opacity back down to 90% and everything works fine :/

If this happened recently, then this may not help. But you can try extracting the update at this link to see if it helps. I have no issues currently and always use 100% opacity and high density. If you can hear the spells then it may be your SpellEffects folder missing the required image files. This can happen either by not allowing the merge or by having new SpellEffects folder in the original SpellEffects folder.
