Normally these spells wouldn't stack because they share the same effect type in the same effect slot, but Fungal Regrowth also has a snare component in the same effect slot as movement speed buffs such as SoW and jboots.
If and only if the movement buff is before the regen spell in the buff order, then casting Fungal Regrowth should overwrite the movement buff instead of the regen. Currently on p99, Fungal Regrowth simply won't take hold if a movement buff is already active.

To get the staff to stack with your regen you need to cast sow then regen then use the staffs effect. The effect will then only cancel the sow and will leave both regens up. the Key is to make sure sow is before your regen on the effects list.

Just to clarify the below posts. The click effect (which only works when equipped) on the staff NO LONGER stacks with Regrowth. It doesn't matter where SoW or Regrowth are in the buff order, the effect overwrites both buffs.This would be an indication that spell stacking is currently being handled in an "unclassic" manner on p99 and that other spells that can possibly stack don't on this server.
