I know the Clockwork watchman armor has been discussed on the forum before, and looks to date back to the beginning of velious, but is the upgraded tinkered armor (Clockwork Shadowwalker and Clockwork Observer) going to be available in Velious?

The skill required to make them seems high, but the components look to be from classic era sources.

Components:
corresponding Clockwork Watchman Armor piece
Imbued Black Sapphire/Ruby
Infused Gears(3)
Metallic Temper
Small Chainmail Armor Pattern

watchman armor is definitely velious era:

Imbued gems are same as cultural, kunark-velious era.

Infused gears (http://www.eqtraders.com/items/show_item.php?item=7631) are gears + celestial temper (celestial essence (http://wiki.project1999.com/Celestial_Essence):blue diamond powder (http://everquest.allakhazam.com/db/recipe.html?recipe=274), purified water (http://wiki.project1999.com/Purified_Water))

Metallic Temper (firewater, gnomish spirits, minotaur blood)

then a normal pattern

This seems to have been added due to the fact that watchman's armor was for plate wearers only, and rogues were left with nothing.

Seems these were originally designed with classic era content in mind being that every component and vendor is found in old world or kunark. Whether or not it was actually implemented before luclin is another matter.
