Trooper Mozo

Trooper Mozo is the quest NPC for bone chip turn ins in Field of Bones. Accord to the wiki and other sources he should spawn at the entrance to Cabilis. I have not seen him in over a week after repeatedly checking this spot. Is he MIA or am I misinformed?

people probably dragging him away from spawn point and he isn't reseting, he was standing next to the cab zone line on red yesterday
