I've noticed an issue with spell range the last few levels while quad kiting on my 31 wizard. If I am on a sharp hill or elevated above the mobs I am kiting (my guess would be 40-50 in-game units of elevation, without actually having taken a measurement), then effective spell range is cut down to almost nothing.
I can spam debuff with my Staff of Temperate Flux, because clearly the mobs are in range, but I recieve OOR messages on all casted spells right up until the mobs are almost in melee range.
This bug is easy to replicate, just stand on a hill over a mob that is cearly in spell range and attempt to cast.
It's not a game-breaking issue, but it is annoying to work around kiting anywhere that has sharp hills (OT perimeter, WW near dalnir, etc).
Edit: Upon further investigation, it seems only targeted AoE spells are affected. Single target spells show no decrease in range. Perhaps this is some obscure classic idea I've never noticed?
