Monk epic fist question

I had recently bought my monk his epic mq and was wondering if the fists are 9/16 at lvl 30? Or is it only when you can click the epic effect? Any help would be appreciated.

Fists are 9/16 at lvl 1. The click able haste is only usable at lvl 50 iirc.
