Mail Delivery(Freeport to Anywhere)

Ton Twostring does not provide the Freeport to Qeynos delivery, no matter how one words the dialogue. The letter for delivery should be given when one says "I will deliver mail to (Qeynos/Kelethin/Highpass)", however he just turns toward the character and does nothing on all three dialogue options.

Looks like its written to require:

deliver to kelethin, deliver to highpass, etc.
