Hello,
After patiently waiting many hours for my Efreeti to respawn I was finally able to start this quest.
I hailed Strandar Pinemist about 7:45 am AKST
I got the tome and spawned Will Treewalker
I turned in Azure Tessera, Black Face Paint, and worn leather mask at the same time to Will.
His response "What am I supposed to do with these?
All items are now gone, and Will has despawned.
I was reading how to do the quests and following guides so not sure why this did not work for me. I petitioned in game as well. (This is my second sky quest so still fairly new, but I am sure I did everything right.)
