Time to ask another piece of advice for my mage (lvl 12).
I've been trying to save up all the cash I can, but I've been spending most of it on spells. Figured those are the most important items to get ;) I've been killing wisps, bears, etc to try to get items to sell and I've made a little money.
Right now I have about 250p I can spend on gear, but have no clue what to get. Currently I'm running around in cloth armor looted off mobs, so I'm not even sure which slot I should work on first.
Thanks all

Best upgrades will probably be MH/OH. Pick up a Sacrificial Dagger (http://wiki.project1999.com/Sacrificial_Dagger). Can usually grab one pretty cheap. Can't do the Stein of Moggok quest, as not an enchanter, but can probably pick one up for not too costly.
Only way I have found to get decent starting items with the little money I had was to sit in EC and watch what people are spamming. OR, use this tool ( http://ahungry.com/eqauctions/ ) and see what people are posting without having to sit in EC.
Edit: Best time to do this is later in the day, when more people are online and theirs competition for business. Or better yet, during the weekend.

I'm in the same boat OP but the good news is us Magi don't really need much in the way of gear. Im currently 23 and most my gear is either cloth or nothing. I don't even have a robe, lol.
Things that I would suggest you save your money for...
Spells, Focus Items and Jboots.
^those things all cost money and will increase your power much more then some low level gear. Just something to keep in mind. Maybe save up and get a Stein of Moggok since they're pretty cheap for 10 int upgrade. Maybe a cheap robe like a Flowing Black Robe for looks. Otherwise I would focus on levels and saving up for the important stuff.
Just my 2cp. ;)

This is exactly right. Spells, focus items, jboots. Cheap robe for looks. Other items won't really affect your ability to kill things.

For the Stein of moggok - make an Agnostic DE Enchanter. Run it to Freeport. Do the Janam & Rebby note passing quest set 18 times. Your enchanter will be a bit into level 3. Confirm that you did the quest enough by being able to buy / sell to the merchants. Finish out to level 4 in freeport beating up the usual criminal bats / skeletons / beetles, etc.
At level 4, return to Neriak and pick up Gate, Invis, Illusions: Half Elf + Human, and your level 4 nuke + pet spells. Follow the Stein of Moggok quest as listed on the Wiki, with the following notes: Kiola Nut - buy with half elf illusion in OOT, gate home. Honey Jum - collect honey combs in Kithcor woods during the day, use half elf illusion with Kizzie Mintop. Koalindl Fish - explode fish in the pool in Qeynos. Be extra careful, use Hide (con enemies to check for indifferent/safety) to med up between tries on the edge. Erude Tonic - Use illusion Human and get it as per the quest.
Return to Freeport, use illusion Human to speak to the Barkeep, and enjoy not needing Alliance because you did the Janam & Rebby note passing for faction. Get the compendium, run to Oggok, give it to Clurg after hailing him and confirming he gives you the quest dialogue. Zero (0) faction work is needed for this, and Alliance is not needed.
Enjoy. Don't bother trying to sell them in EC - I probably ruined the market for them with posting this a second time. Just grab one for your main.

Thanks for all the advice everyone. It's amazing how much of the game comes back after 10 years away, but there is even more to re-learn.
