It's not really that conclusive, but Alla's page seems to suggest he should spawn about 1x a day.

Currently he repops every 10 minutes or so.

I just wanted to give my insights on this quest since I had to look around a bit to find the information I needed.
Vluudeen is a 3 day spawn and will be up every time the servers go down or there is a zone repop.
Vluudeen spawns at the location -4934 -254 and IS A STATIC SPAWN. He spawns right next to the river, inside the tunnel (so if your going to sit and wait for him, you can sit up on the big rock and wait there for him to pop). *WARNING: randomly, see invis dragons wander by and will kill you if your invis, be careful*.
