Trouble Accessing Loginserver Account for Registration

Hello! New, sort of, player here; Everquest player from '99 until '01.

I'm having trouble getting things started with this program. I was following the Project 1999 Guidebook and everything was fine until Step 2b. The Loginserver Page never loads and doesn't seem to exist. Is this simply an outdated guide? Is the page currently down? Does anyone have any advice on this matter?
