Is this purely from melee stuns in PVP, or does this apply to player spells or weapon procs? For example: stun effect of One Hundred Blows.

It's a bigger thing for PVE than PvP. In pvp u will have 10 CC classes droppin roots/stuns and mezzez all over u praying they land.
