Ring of Cobalt Scar

the Druid Ring of Cobalt Scar does not require a tooth for self port to work. Circle of Cobalt Scar, however, does require a tooth, even for the druid casting it. Is this intended? Were rings added later and not part of launch but just part of beta testing?
