In Eastern Wastes near the Kael ramp (loc neg 6200, pos 3500) there are 4 trigger npcs that have visible names of "You have".

Fixed, pending update.

Set these guys to 0% until the quest is finished. We will use purely invisible npcs for this when its ready.
