Bard mail delivery: highpass

there's been a couple bards who aren't working right. at the moment I can only remember one, I'll try to post the others when I see them again.
lislia goldtune in high keep responds to hails and offers the quest, but when you say "deliver to freeport" or "deliver to qeynos", she doesn't respond so you can't get the mail from her.

I think if you say "deliver to freeport or qeynos" she gives it to you, but maybe I'm thinking of another one.
