Jimji Bottletoe not in Rivervale

I can't find merchant Jimji Bottletoe in Rivervale. He is supposed to be selling small fine plate molds, is not at the location listed in the wiki and other sources. I've looked all over town and can't find him. He has been missing for at least the last few days and is still gone after this morning's patch.

Can't find evidence of this guy existing before there were halfling paladins.
