Meditate Skill isn't increasing

As a level 11 shadowknight I know I have the ability to meditate, but for some reason it will not go past 0. I try to train it at a sk trainer and they say it is currently maxed. I also use mana for spells and I have sat medding for nearly 10 mins with no meditate skill increase (again not even to level 1).

Is this a common bug or am I missing something? Again this skill does not give a future level limit like "Riposte: Level 20" , which will come up at level 20. It is current but just not raising.

Any help is greatly appreciated.

SKs don't get Meditate until level 12.
