No EQClient.ini File in EQFolder...How do I get this back?

Completely close out the launcher and launch again (make sure to run as administrator). Feel like I've seen that before and the EQEMU launcher ended up making me do 'setup' again (point it to the eqgame.exe)

You installed Everquest under Program Files and it has moved to your User folder. Uninstall and reinstall under :\Games or some such and not Program Files.
