As someone who got to level 54 and got bored and made a ton of other alts who got bored with them in the 40s and only raided like twice since 2010 I have the solution to it all.

-Remove all natural raid target spawns
-Add NPCs to spawn the raid mob for you and they dont despawn and they are not killable
-Give tokens to guildleaders, but only guildleaders that rank on t1 or t2 or however that crap worked, and say 5 or so tokens a month.
-Call the tokens "Tokens of Entitlement", and anyone caught sellingor stealing another guilds tokens will get their entire guild banned without warning(or direct involvement)
-And as an added layer of "love and peace or else" policy, your guild can either earn less or more tokens depending on your fellow guild members actions to the server/other people.

We also didnt have GMs forcing people to play nice or else. You can argue "not classic" all you want but I never once remember back on Bertox GMs announcing all raids targets are off limits. People will never work together, and if they do it wont be for long. And all it would take for this to repeat itself is one delayed raid on the brink of the time allowed a group of people to move in 5 seconds before time.

Instances or Tokens will solve everything... almost everything, not the people who want to fight over targets.
