Change the spawn timers so that every time a raid mob spawns, every other raid mob currently in window has a chance to spawn simultaneously. This could theoretically cause anywhere from 1 spawn to a full repop with a scaling level of probability so that a full repop would be quite rare but 2 or 3 at once would be fairly common. Possibly just throw in the odd server repop on a random timer as well.
No guild or raid alliance can engage more than one encounter at a time.
Interfering with any encounter outside of the one currently engaged by the majority of that guild or alliance will result in bans/suspensions (e.g. having a few people training or stalling another encounter while their main force engages another target).
