Things I know: This is late, and similar things may have been suggested (although not to my knowledge).
Other things I know: I'm not in a raid guild. I do feel like I can give input, because I've been MMO'ing since MMOs were birthed.
Here is my proposal:
-A weekly meeting is held in-game (Sunday/Monday). Raids pop the following day.
-Representatives from all interested (and able) guilds /random 500 for each raid they seek rights to.
-Guilds who are highly interested in a single raid can opt to /random 250-500 (or something similar), and forfeit rolling on all other raids for that week.
-Highest rolls - for each raid - lay claim for that week.
-Winners are excluded from rolling on the same raid the following week.
-You can only win X amount of raids per week (3?)
-Hope is had by all players, casual and hardcore alike.
