Someone mentioned a lotto idea in guild chat and the more I think about it, the more I like it. All this poopsocking, FTE arguing, petitioning GMs... the p99 end game is not very appealing, even with the new official proposal. A lotto system seems much more simplified and very effective in eliminating or reducing current blemishes on the p99 raid scene.

Lotto system:

Rules

All guilds that wish to compete have a representative roll a /random at a designated time after a raid target is downed (say, 6 p.m. Eastern the day after).
The winning guild has first priority for the target's next spawn. There can be a window of time, say 12 hours, for them to complete.
If the guild wipes, the guild with the next-highest random roll takes priority. Etc.
Members from a guild other than the priority guild may not participate in the fight.


Benefits

No need for lists of guilds with class A and B.
No need to calculate the percentage of all possible raid targets for each guild each month. (Less administrative work.)
Any guild that feels they have what it takes for an encounter can at least take a shot. This would help newer guilds trying to carve out their own place.
Raiding viability will not be as limited to people who have the flexibility to log in during the middle of a workday or at 4 a.m.
No more need to have multiple alts camped out all over the map.
No more bickering about FTE.
No need for spawn time variance.

What makes this idea worse than the official proposal?
